Meeting Call to Order
The meeting was called to order at 7:30 p.m., followed by the Pledge of Allegiance to the flag.
Roll Call
The roll was called with a quorum declared.
Approval of the Minutes
The minutes for the Jan. 6, 2026, council meeting and the Jan. 13, 2026, council meeting, were approved.
Honorary Resolutions
26-3: A resolution to honor Jody Roberts, the former communications manager for the city of Hudson. This resolution was awarded in recognition of Roberts’ 20-plus years of service. “Jody transitioned us from the age of paper communication to the digital age of social media,” City Manager Thomas Sheridan said. She was instrumental in the development of a communication plan for the city. Goetz and Sutton thanked Roberts for the difficult job she performed in handling the volume of public record requests over the past few years. All council members wished Roberts a happy retirement.
26-4: A resolution thanking Karen Heater for her service to the community. Heater is a lifetime resident of Hudson and began her service to the city in January of 2021, serving as a member of the Environmental Awareness Committee. In November of 2021, she was elected to a full term as a member at-large to City Council. During her term, Heater served as the council liaison to the Park Board and to the Board of Zoning and Building Appeals. Goetz thanked Heater for all the work she did on the numerous sub committees.
26-5: A resolution thanking Nicole Kowalski for her service to the community as a City Council member. Kowalski was appointed in 2018 to the Environmental Awareness Committee, then reappointed to the committee in 2019. In 2020, Kowalski was elected as an at-large member to Hudson City Council, and, in 2021, re-elected as a full-term council member at-large. Brezovec thanked Kowalski for being fiercely passionate and a great mentor to him. Goetz thanked Kowalski for teaching her the laws and how to make them.
26-6: A resolution thanking Chris Banweg for his service to the community. Banweg in 2021 was elected as a full-term at-large member to City Council. During his tenure, he served as council liaison on the Economic Growth Board and on the Charter Review Commission. In addition, as a proud veteran, Banweg sponsored legislation to establish the Military and Veterans’ Commission. In 2025, voters voted to include this commission in the city charter. In addition, Banweg served on many sub committees, including fire and water. According to numerous council members, Banweg was always professional and respectful in all his interactions. Anzevino stated Banweg was very articulate and always put a lot of effort in forming his stands on issues.
26-7: A resolution thanking Christopher Foster for his years of service to the community as a City Council member. Foster was elected as a city council member in November of 2019 to a full-term representing Ward 2 and was re-elected in November of 2023 to a full term. During his tenure, Foster served as council liaison to several boards and commissions, including the Planning Commission, the H.O.M.E. Committee and the Firefighters’ Dependents Fund Board, along with serving on many sub committees. In 2021, Foster was elected as City Council president, and in 2023, was re-elected to the position of City Council president. During his term, Foster sponsored legislation to support small businesses during the COVID pandemic, body-worn cameras for police and changes to the land development code. Sheridan said Foster worked diligently with him to accomplish major projects like the sidewalk connectivity project, dedicating $20 million into this project, along with the Hines Hill bridge project.
All honorary resolutions passed.
Proclamations
26-004: Special recognition of Catholic Schools Week. Representatives from Seton Catholic School accepted the proclamation.
26-005: Special recognition of Random Acts of Kindness Week proclaimed by Anzevino to be Feb. 14 to Feb. 21, 2026. The mayor encouraged all to be kind all weeks, not just during the proclaimed week. The proclamation was accepted by Barbara Bos from the Hudson League for Service.
Public Comments
Anthony Revita of Hudson commented concerning his ongoing issues that arose from his previously obtained property permit. Revita presented to council members documentation he received from public record requests.
Correspondence and Council Comments
Goetz shared that the architectural review board has put together a guide of what is approved for restorations to properties in the historical district.
D’Eramo shared that she and Weinstein will have a town hall Feb. 21 in the Flood room in the library. Anzevino congratulated Studio 9 Salon and Spa on its ribbon-cutting ceremony.
Report of the City Manager
Council was thanked for the retreat that was held to discuss plans for the upcoming year. The Merry Mulch Christmas tree pickup, in the Northwest quadrant, was to be the last pickup and to be completed the week of Jan. 21.
Appointments
Bird shared that he has appointed to the Clinton Crossing subcommittee council members Weinstein, Goetz and himself.
Consent Agenda
26-0006: A motion to acknowledge the timely receipt of the December 2025 financial report.
26-8: A resolution authorizing the city manager to advertise for competitive bids to enter a contract for the Franklin Street waterline and sidewalk installation project.
26-9: A resolution authorizing the city manager to enter into an agreement with the Hudson schools for cooperation and cost sharing for the Franklin Street sidewalk installation.
26-10: A resolution related to Stow for cost sharing for the resurfacing of Seasons Road.
26-11: A resolution authorizing the city manager to advertise for competitive bids and to enter a contract for installation of new curb inlets on Clinton Street at Heinen’s rear entrance.
26-12: A resolution amending resolution 25-171 and authorizing the city manager to increase an existing purchase order for a prefabricated public restroom of Oak Grove Park’s inclusive playground.
Consent agenda approved.
The council meeting was adjourned at 8:35 p.m. for council members to proceed to executive session.
