The meeting was called to order at 7 p.m. with all council members present, except for John Baranek, who had an excused absence. The opening prayer and pledge of allegiance were recited.
Proclamations and Commendations

Approval of Minutes
The council meeting notes from Sept. 25, 2025, were unanimously approved.
Public Comments
A citizen expressed concern over the growing deer population in Stow and shared that she was just diagnosed with Lyme disease. She was informed that once all the leaves are down, a count of the deer population will be administered by the Department of Agriculture and then steps will be proposed for control of the deer population.
Patrick Powers, representing Mendota Properties LLC, spoke in favor of the change in zoning from residential zoning R-2 to general business use C-4 at locations 3605 and 3625 Marsh Road. This change in zoning would enable the expansion of opportunities in the area for a broader market like commercial and office use. Restaurants or retail will not be part of the development plan.
A citizen requested a permit to build a structure to protect his mailbox from once again being hit and destroyed by a snowplow. Code says it must be a snow fence, which is not adequate to protect his and other mailboxes.
A citizen spoke up against the change in zoning, stating that there is not a guarantee that eventually restaurants and retail would not be allowed into the area. He asked the council to think about the effect on the residents in this area.
Mayor’s Report
This week, Stow celebrated the reopening of the Dunkin Donuts on Graham Road and celebrated 35 years of business in Stow of Executive Coin.
On Oct. 29, the city will be having a Little Monster Maze from 11 a.m. to 2 p.m. at City Hall, with treats and a maze set up. This Saturday at the Stow Safety Building off Fishcreek, there will be a junior fire fighter event, followed that evening by the haunted hayride at Silver Springs Park.

Disposition of Ordinances and Resolutions
2025-147: A resolution pursuant to Article XXII of the charter of the city of Stow ratifying the approval of the 2026 capital improvement plan and declaring an emergency.
A motion was made to remove from the table resolution 2025-147 with a vote of 4 to 2, resulting in 2025-47 being removed from the table to allow for further discussion of needed projects included in the capital budget. Discussion took place regarding the Echo Road storm management project, and it was stated that three easements will be needed for placement of storm sewers in the backyards of residents affected. An amendment to the capital budget will be needed for the $150,000.
$1 million a year will need to be budgeted into the capital budget for the sidewalk project, but the project will not require right of ways that would delay the project. According to the city charter, the capital budget must be adopted by Oct. 23, so the third reading will take place at council meeting to be held on Oct. 23.
A motion was made to put 2025-147 back on the table. That passed and it is now back on the table with third reading Oct. 23.
2025-182: An ordinance amending certain sections of the C.O.S., particularly to 921 C.O.S. titled “water system fees and users charges” of the city of Stow water system. First reading.
2025-196: An ordinance amending 25-033, increasing the authorization of expenditures with J & B Fleet-Industrial Supply for the purchase of various fittings, hydraulic hoses and fasteners for use by the street department without the necessity of public bids and declaring an emergency. Passed and will take effect according to its terms.
2025-197: An annual appropriation ordinance providing for the expenses of the city of Stow for the year 2026 and declaring an emergency. First reading.
2025-198: An ordinance amending ordinance number 25-019, increasing the authorization of expenditures with Ohio Edison for the electric service for the calendar year 2025 without the necessity of public bids and declaring an emergency. Passed and will take effect according to its terms.
2025-199: A resolution in support of the city of Stow 2025 school travel plan and declaring an emergency. Passed and will take effect according to its terms.
2025-200: An ordinance enacted pursuant to section 1137.08 C.O.S., titled “amendments” to provide for the amendment of the zoning districts map and zoning districts by reclassifying from “R-2” residential to “C-4” general business of 3605 and 3625 Marsh Rd., parcel number 56-14141, in the city of Stow, authorizing the amendment of the zoning districts map. First reading.
2025 -201: A resolution granting site plan approval to Ken White, DLZ Corporation, applicant, on behalf of Graham Square Holdings LLC, owner, on the property located at 911 Graham Rd. (parcel number 56-19822) and granting certain variances 2025-201 site plan and variances. The mayor said this is an excellent way to repurpose buildings and fill vacant buildings. Passed and will take effect according to its terms.
2025-202: An ordinance amending ordinance number 2025-61, authorizing the mayor to enter agreements for the purchase of equipment and receive reimbursement for said funds and declaring an emergency. Passed and will take effect according to its terms.
