Attendance: Trustee James Balogh, Trustee Thomas Schmidt, Fiscal Officer Tania Johnson, Township Manager Rob Kagler. Trustee Jamey DeFabio was not present.
Summary
A lieutenant with the Summit County Sheriff’s Office gave a report on the services provided by the office last month.
Township Manager Rob Kagler reminded the public that the deadline to apply for a community garden plot is April 18. He also said branch tipping will begin the week of May 12, and there will be an electronics recycling collection at the Twinsburg library on April 26 from 9 a.m. to 1 p.m.
Trustee James Balogh is in the process of advocating to the METRO RTA to add more stops in Twinsburg to include the JEDD area. Currently, some employees must walk a mile between the bus stop and their place of work.
A resolution was revised to include a $90,000 payment for work on the Township Square project. More details are available on the Twinsburg Township website.
Tuesday, May 6, 2025, is Election Day. The Township Hall will be closed.
Tuesday, May 13, 2025, the Zoning Commission will have a regular meeting at 7:00 p.m.
Tuesday, May 20, 2025, the Board of Zoning Appeals will have a regular meeting at 6:00 p.m.
Wednesday, May 21, 2025, the Board of Trustees will have a regular meeting at 6:00 p.m.

Trustees remind the public that all meetings are live streamed on their website, www.twinsburgtwp.com. The website also has videos and minutes of previous meetings, and all documents discussed during meetings are also posted for residents to view.
Sheriff’s Report - Lieutenant James Rimedio
The Summit County Sheriff’s Office had 385 calls for service in March, bringing the year-to-date total to 1,457. There were no arrests in March, and the YTD total for arrests is one. The March traffic total was 34 and the YTD total is 114.
The sheriff’s office thanked the township for quickly supplying salt trucks in the past two weeks. There were issues with ice in other parts of the county, but Twinsburg had a quick response.

Township Manager’s Report - Rob Kagler
The Board of Zoning Appeals met on April 1 to hear an application for front yard variance on the Kimble transfer station property at 8500 Chamberlin Rd. The request was approved and construction for an addition to their maintenance building will begin in the next few months. The last Zoning Commission meeting on April 8 was cancelled because there was no business to discuss.
The deadline to apply for a community garden plot is April 18. Branch tipping will begin the week of May 12. Rules for branches and twigs can be found on the township’s website.
Twinsburg Township is part of the Summit County Electric Aggregation Program, which is now purchasing from the company Dynegy. Residents were sent notices and had the option to opt out of the program until the deadline of April 7. Kagler said that any residents with questions about aggregation can visit the township website to find Dynegy’s phone number.
The Twinsburg Public Library is hosting Electronics Recycling Day on Saturday, April 26, from 9 a.m. to 1 p.m. Residents with questions about what items they can bring can either call the township or visit their website to see a full list of accepted electronics. There is a charge for some larger items.
Fiscal Officer’s Report - Tania Johnson
Johnson gave the trustees copies of the March 2025 financial report and the credit card transaction report. Trustees received the bank reconciliation, fund status, appropriation status, revenue status reports and the payment listing for March, which totals $459,120.85.
Trustee Reports - Trustee James Balogh
Balogh recently gave a presentation to the METRO RTA. He first congratulated them for doubling their ridership in Twinsburg. However, he explained that while they have removed some barriers to public transit, they have created others that are still preventing people from using the service. Employees who work in the Twinsburg JEDD (Joint Economic Development District) would currently have to walk a mile from the current bus route 32 to get to and from their workplaces. Balogh asked the RTA to add stops and service to an additional 2.5 miles. Both parties are currently discussing the possibility of having another meeting on April 21 to discuss the issue further.
Balogh added that details about the plans to improve the Township Square have been added to the website under “Current Projects.”
Consent Agenda - Rob Kagler
Kagler requested Resolution 23-25 titled “A resolution to approve various Township obligations for the fiscal year ending December 31, 2025 ($18,728.20)” be moved to the legislation portion of the meeting to make changes. The request was approved by the trustees.
The trustees passed Resolution 24-25 titled “A resolution to approve various then and now purchases ($1,815.00)”, which pays for repairs to the Ford Escape used by the code enforcement officer, as well as a motion to approve the March 19, 2025, meeting minutes and a motion to approve the March 2025 monthly financial reports and credit card transaction logs.

Resolution 23-25 regarding the township’s financial obligations was revised to include a $90,000 purchase order for work on the Township Square project. This brought the new total to $108,728.20 and a new resolution will be drafted.
Public Comments
The trustees remind the public that anyone who is unable to attend meetings in person to give comments or ask questions can email written comments to one of the trustees. Their email addresses are listed on the website under “Contact Us.” Any emailed comments must be sent before 4 p.m. on the day of a meeting to be read and considered at the meeting.
A resident who has been following the zoning meetings about the development of Tynes Farm asked where he could find the minutes for the last meeting and wanted to know why the latest zoning meetings have been cancelled. He also thanked Balogh for advocating for Twinsburg residents at the RTA.
Kagler answered that the last meeting took place in early December. The application for the Tynes Farm project received preliminary approval, which means they have one year to revise and submit a final plan, which will be sent to the Zoning Commission for final approval once complete. Before a meeting is held to approve or reject the final plan, a sign will be placed on the Tynes Farm property. Residents are also welcome to call the township to ask if meetings will be held or cancelled.

Other Items
Kagler requested to change the May 14 Township Trustee Meeting date to May 21. Trustees made a motion and approved the change.
He also recommended the trustees make an appropriation resolution to be drafted to move funds from contingency to professional services to pay for the purchase order for work on the Township Square project. The trustees voted and approved this request, as well.
Kagler then asked the trustees to approve a resolution to be drafted to amend the employee compensation policy; this was also approved.
