The meeting opened with roll call. All members were present except DeRemer, who had an excused absence. Spinner led the invocation and the Pledge of Allegiance.

The minutes of the May 26, 2026, meeting were approved as written. There were no readings of petitions, claims, communications or reports by city officials. The council then moved to the reading of new ordinances and resolutions:

There were no public hearings and no reports from special council committees. The meeting then moved to reports from the standing committees.

The Finance and Appropriations Committee was the only committee to report. Nichols-Rhodes presented two ordinances from the committee:

Summit County Children Services: Leah Rogers presented on the need for both temporary and permanent foster parents for children in need of homes. She noted that, over the past 10 years, Summit County has seen a 50% increase in the number of children entering emergency agency custody. Rogers emphasized the ongoing need and encouraged anyone age 18 or older who can provide a stable environment for a child to contact Summit County Children Services.

Blossom traffic and access concerns: A resident of Blossom Glen spoke about the closure of the Northampton Road/Valley entrance to Blossom Music Center. The resident said the traffic redirection has created a blockage that could hinder emergency responders from reaching residents when needed. They also raised concerns about increased traffic and trespassing on the private property of Wetmore Road residents, describing the situation as intolerable with a full concert schedule still ahead.

House Bill 303 and energy options: Chris Pregi, who had previously addressed council, spoke again in support of House Bill 303. He described the bill as a measure intended to help renters and others who cannot install solar panels on their own properties by giving them access to renewable, localized energy options. Pregi asked for council’s support in helping residents gain additional ways to reduce their energy bills.

Stormwater and sewer backup concerns: Steven Westlake spoke about ongoing water runoff problems at his Ward 4 home during periods of heavy rainfall. He said that on two occasions, sanitary sewer water had backed up into his renovated home. Westlake stated that he had previously submitted correspondence and photographs of the damage to council but had not yet received a response. He asked council to take action to address the issue.

With no further new business, the meeting was adjourned with administration members staying on site to discuss with residents their expressed concerns in more detail.
